Why does only the inner ring of my cooktop burner heat up?

Dual radiant elements have two independent heating coils — an inner ring and an outer ring. Each coil can fail separately. If only the inner ring heats, the outer coil has burned out. If only the outer ring heats, the inner coil has failed. This can also be caused by a faulty burner switch that's not sending power to both coils. First, test the element coils for continuity with a multimeter — if one coil shows infinite resistance, the element needs replacement. If both coils test good, the problem is likely the infinite switch (burner control) or wiring. Replacing the dual radiant element restores full heating capability to both zones.
